Romans enslaved people from all the places they conquered, which was basically half the world. They weren't particular about nationality or ethnic descent. Being a slave was social status rather than a political statement (other than the fact that the person could be essentially a prisoner of war).

In addition very poor people could sell themselves or their kids for slaves.
